Skyway Visual Perspectives (SVP) is a family of Eclipse-based tools designed for accelerating the development, testing and deployment of web applications and services.  Skyway Builder is the first product in the SVP family, and it is a model-centric solution for building and deploying Rich Internet Applications (RIA) and Web Services (WS) quickly and accurately.  There are two editions of Skyway Builder: Skyway Builder Community Edition (open source) and Skyway Builder Enterprise Edition (commercial).
